Dakbanwa sang Kabankalan, or the City of Kabankalan was formerly a municipality under the Province of Negros Occidental. On March 14, 1907, by virtue of the Philippine Commission Act No. 1612, the Municipality of Cavancalan was separated from Ilog and was reconst ituted under the name of Kabankalan.

The public school system in the Municipality of Kabankalan began with the establishment of Kabankalan Elementary School in the early 1900s under Mr. Geronimo Abada (fondly called Maestro Emong). Maestro Emong was the first supervising teacher and also of other barrio schools in Binicuil, Talubangi and Salong where pupils and teachers were housed in nipa shacks.
The name of Kabankalan Elementary School was changed to Esteban R. Abada Memorial School (ERAMS) in honor of the Senator Esteban R. Abada, the Director of the Public Schools, who provided the fund for the construction of a two-storey school building that was established in 1986.
Kabankalan public school system started as one (1) district with ERAMS being its central school from the pre-war years until 1963. During this year, Kabankalan II was then organized with Tabugon Elementary School as its central school. Esteban R. Abada Memorial School was later split into two separate schools- ERAMS West and ERAMS East, and both schools belong to Kabankalan I.
In 1977, Mamerto L. Mayoga Jr., then the District Supervisor of Kabankalan II, transferred his office to Salong Elementary School then to Binicuil Elementary School. Later, he transferred again to ERAMS East and made it the central school of District II.
When Mrs. Eva L. Belicena was installed as District Supervisor of Kabankalan III in February 19, 1985, she held office at Binicuil Elementary School and also made it the central school of District III.
Secondary education in Kabankalan was monopolized by the private sector until 1962 when Tapi National High School was established as the first public school in Kabankalan and the first provincial secondary school in the southern part of Negros Occidental. Later, local community leaders established other secondary schools in the different barangays.
After many years, the town of Kabankalan was declared by then President Fidel V. Ramos as a chartered city on August 2, 1997 under the Republic Act No. 8297, “An Act Converting the Municipality of Kabankalan into a Component City of the Province of Negros Occidental, to be Known as the City of Kabankalan.”
At that time, elementary schools and secondary schools in the City of Kabankalan were under the Division of Negros Occidental. There were 3 established district offices. District of Kabankalan I had 25 elementary schools, with ERAMS West as the central school. District of Kabankalan II had 19 elementary schools, with ERAMS East as the central school. And the District of Kabankalan III had 23 elementary schools, with Binicuil Elementary School as the central school. There were 10 secondary schools and 8 extension schools.

The rapid economic growth of the City of Kabankalan, its continuous rising population and the flourishing establishment of elementary and secondary education became the reason for the establishment of the Schools Division Office of Kabankalan City.

With the support of the newly established local government of the City of Kabankalan and under the guidance of the Division of Negros Occidental, the Division of Kabankalan City was established on August 2, 1998 as an interim schools division.

Otilia A. Galilea EdD, CESO VI became the Assistant Schools Division Superintendent, In-Charge of the Office of the Schools Division Superintendent. Rizalino S. Tortosa was the OIC - Assistant Schools Division Superintendent. Interim division personnel besides the 3 PSDSs were: Nancy R. Oranio, EPS-English, Remedios G. Quingking, EPS-Math, and Rolando L. Ordas, Physical Facilities Coordinator.
In February 4, 2000, the interim Schools Division of Kabankalan City was formally established and became separated from the umbrella of the Division of Negros Occidental. The concerted efforts of the City Government of Kabankalan City and the Division Office have positively yielded an increase in the number of learners, teaching and non-teaching personnel in the division.
At this time, interim division personnel besides the 3 PSDSs were: Nancy R. Oranio, EPS-English, Remedios G. Quingking, EPS-Math, Angela T. Malala, EPS-Science, and Antonio P. Soyo, Division Property Custodian.

In August 2001, Republic Act 9155, otherwise called the Governance of Basic Education Act, was passed transforming the name of the Department of Education, Culture and Sports (DECS) to the Department of Education (DepEd) and redefining the role of field offices (regional offices, division offices, district offices and schools).
RA 9155 provides the overall framework for (i) school head empowerment by strengthening their leadership roles and (ii) school-based management within the context of transparency and local accountability.
Under Republic Act 9155 or Governance of Basic Education Act, the Department of Education, Culture and Sports (DECS) became the Department of Education (DepEd).
On March 25, 2003, Rizalino S. Tortosa, CESO VI, became the next OIC Schools Division Superintendent and Elena D. Olvido as the Assistant Schools Division Superintendent.
In the time of SDS Tortosa and ASDS Olvido, many schools have been established and access to basic education have increased.
By virtue of City Resolution No. 97-291 s. 1997, an additional of 2 school district offices- District of Kabankalan IV and V were installed on June 20, 2005.

At this period, 6 Education Program Supervisors were appointed and handled the following learning area.
SDO Kabankalan City received its Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) recognition from the Civil Service Commission Region VI – Western Visayas.
In support to the Special Science Elementary School (SSES) Project, Talubangi National High School became the pilot school for the Special Science Class.
In June 26, 2006, a Php 20-milllion school building was inaugurated by Governor Joseph Marañon in the presence of other local officials of Kabankalan led by City Mayor Pedro P. Zayco, Jr. and Department of Education Assistant Regional Director of Region VI Dr. Elnora Barrios and other DepEd officials. The two-storey, 24 –classroom Marañon-Zayco building named after the governor and the city mayor is a joint project of the Provincial government and the City of Kabankalan allocating P10 million each to make the project possible. The Marañon-Zayco building unified the 2 neighboring schools- ERAMS East and ERAMS West.
In May 5, 2007- Caraan Primary School was converted to Caraan Elementary School. John Oyog served as school head with 6 teachers.
By virtue of Republic Act No. 8310- The Barangay Oringao Extension High School separated from Binicuil National High School and became Floretino Galang Sr. National High School. This resolution was sponsored by Hon. Genaro Alvarez.
Talubangi and Daan Banua Extension High School likewise were separated by DepEd Region VI-Western Visayas from Binicuil National High School and became Talubangi National High School and Daan Banua National High School, respectively.
As of 2007, there were 49 complete elementary schools and 20 primary schools. There were 20 secondary schools, 16 were national high schools and 15 were extension schools.
On March 3, 2008, Elisa G. Broñola, CESO VI was installed as the Schools Division Superintendent and the Assistant Schools Division Superintendent was still Elena D. Olvido.
Talubangi and Daan Banua Extension High School likewise were separated by DepEd Region VI-Western Visayas from Binicuil National High School and became Talubangi National High School and Daan Banua National High School, respectively
Because of the influx of the students to make education accessible to the adjacent Brgys., extension schools were organized.
In School Year 2008–2009, 2 extension schools were established under Florentino Galang Sr. National High School. The extension school in Brgy. Camingawan was headed by Jonalyn A. Dela Cerna, Teacher-in-Charge, and the extension school in Brgy. Orong was headed by Donna T. Banaglorioso, Teacher-in-Charge. In School Year 2010–2011, another extension was established at Hinapunan, Brgy. Oringao headed by Denrose Entierro.
At this time, the following extension schools separated from their main school. Brgy. Pinaguinpinan extension separated from Tabugon National High School. The four extension schools of Brgy. Tagukon, Brgy. Tan-awan, Brgy. Carol-an and Poblacion also separated from Binicuil National High School.
In 2009, a Php 1-million fund was received from the Special Education Fund for the purchase of supplementary reading materials in English in support of the Division’s Reading Program dubbed Project “ZAYCO” (Zooming Achievement of the Youth in Comprehension).
Another Php 1-million fund was provided for the purchase of worktexts in Science and still another Php 1-million was given as counterpart of the City to the Php 1-million fund from DepEd Central Office for the renovation of ERAMS East Gabaldon Building, the site of the Library Hub which will serve a wholesale library where schools can borrow reading materials. And another Php 1-million funding for the Division Feeding Program aimed at curbing pupils’ absences and reducing drop-out rate.
In SY 2008-2009, the Alternative Learning System (ALS) had 3 mobile teachers fielded in learning centers in several barangays while 2 parateachers conducted learning group sessions for the elementary and secondary level. A City Literacy Coordinating Council, the first of its kind in Region VI-Western Visayas, has been organized to facilitate the needs of the program. At that time, ALS implemented the Basic Literacy Program (BLP) and under which were the delivery modes:

In 2011, there were 5 schools identified with Indigenous People (IP) Learners: Mansumbil ES, Bula ES, Carol-an ES, Carol-an NHS, and Tan-awan NHS.
In October 2014, ABOT-Alam Program was officially launched in Kabankalan City. Thirty-Two (32) barangays supported the advocacy program through community mapping. ABOT-Alam Literacy Volunteers launched forty-eight (48) Community Learning Centers to eighteen (18) barangays in Kabankalan City.
In 2014, Ma. Lorlinie M. Ortillo was installed as Assistant Schools Division Superintendent replacing Elene D. Olvido.
DepEd Division of Kabankalan City was composed of eighty-nine schools (89): fifty-five (55) elementary schools, one (1) integrated school, thirteen (13) primary schools and twenty one (21) secondary schools.
The division has twenty eight (28) total number of personnel headed by the Schools Division Superintendent.
In SY 2013-2014, Kabankalan NHS had organized a Special Program in the Arts.
MISOSA was implemented as an Alternative Delivery Mode with the project name “Sabay Tayo, Iahon and Edukasyon Mo”. Modules were reproduced and the total budget for Misosa was Php 422,000.00.
After 9 months, Salvador O. Ochavo Jr. replaced Ma. Lorlinie M. Ortillo as Assistant Schools Division Superintendent.
In June 2013, the Division of Kabankalan City, through the initiative of the Assistant Schools Division Superintendent, Dr. Salvador O. Ochavo, Jr. has ventured on a research study entitled, “Cultural and Historical Portfolio of Kabankalan City” tapping the expertise of the Master Teachers of the division in anticipation of the biggest project of the Department of Education as regards to Curriculum Localization.
Fifty (50) Master Teachers I & II from five (5) districts of Kabankalan City were given the gargantuan task of gathering data from the different barangays of the city focusing on the following local heritage themes, namely:

SDO Kabankalan City garnered awards in the division, regional and national level of Brigada Eskwela:
● Tan-awan NHS received three awards as Brigada Eskwela 2013 Best Implementer for Exceptional School Category in three levels, division, regional and national on July 31, November 15 and 22, 2013

● Kabankalan NHS First Place Big School category Division Level and Second runner-up Regional Level

In increasing access to basic education in far-flung areas, Tan-awan National High School had opened the following extension schools- Basak Extension and Buko Extension. Bugtong Primary School became separated from the mother school Tan-awan Elementary School and became Bugtong Elementary School. Due to the increasing enrollment of IPEd learners, Tan-awan Elementary School - Atubon Extension was established. It has 100% IP learners enrollment with IP teachers.
In 2013, Hinapunan Elementary School was converted to an Integrated School and became Hinapunan Integrated School.
On October 25, 2013, a Financial Education or Financial Literacy was conducted by the Bangko Sentral ng Pilipinas experts together with the experts from the Bankers Institute of the Philippines (BAIPHIL). This was participated by all teachers in the division.
The Department of Education underwent a restructuring of its office functions and staffing. The Rationalization Plan for the new organizational structure was implemented. SDO Kabankalan was classified as Medium Division.
Due to the implementation to the Rationalization Plan, 3 functional divisions were created: the Curriculum Implementation Division, School Governance and Operations Division, and the Office of the Assistance Schools Division Superintendent. Under the Curriculum Implementation Division (CID) are the Learning Resource Management Section (LRMS), Instructional Management Section composed of Education Program Supervisors (EPS), and the District Instructional Supervision composed of Public Schools District Supervisors (PSDS).
The number of district offices increased from 5 to 10.

Under the Schools Governance and Operations Division, 6 functional sections were established: School Management, Monitoring and Evaluation Section, Social Mobilization and Networking, Planning and Research Section, Human Resource Development Section, Education Facilities Section and School Health Section.
Under the Office of the Assistant Schools Division Superintendent, the 4 functional sections were the Finance Section with the Accounting and Budget Unit; Administrative Section with the Cash, Personnel, Records, Property and Supply and General Services Units; and the Legal and ICT Section.
Under SDS Bronola and ASDS Ochavo, the division has also conducted several advocacy campaigns in preparation for the Senior High School implementation through symposia conducted at the different barangays of identified senior high school centers of clustered schools from February to April 2015. Part of the advocacy was to raise funds in preparation for Senior High School which was made possible through various activities conducted at schools and barangays such as: Zumba, Dance-for-a-Cause, and Sinsilyo Mo Edukasyon sang Pigado.
One of the notable projects which was launched by the division this year was “Bikers Unlimited.” This project was conceptualized to motivate students to go to school and increase participation rate as we reduce PARDO and SARDO cases at schools. Through the support of the LGU, public and private organizations, as well as of the concerned individuals, the division had gathered 100+ bicycles which were distributed to identified beneficiaries (students) living in far-flung areas of the city.
Project ESAC (Enhancing Speed and Comprehension) has been implemented to support the remedial reading program in schools. Through Project ESAC, students are given time in the afternoon to read some passages taken from the book “Pagpapaunlad ng Kasanayang Filipino” and “Developing Reading Power” and they’re given questions to answer after they have finished reading the passage.
In February 26, 2015, a Memorandum of Agreement (MOA) was signed between the 32 Barangay Officials of Kabankalan City on the construction of dormitories that will accommodate High School Learners in identified Senior High School Centers.
In June 27, 2015, Assistant Schools Division Superintendent Dr. Salvador O. Ochavo, Jr., became the Officer-in-Charge of the Schools Division Office of Kabankalan until January 3, 2016. Sir Rogelio P. Amador was the Acting Assistant Schools Division Superintendent.
Under SDS Ochavo and ASDS Amador, various Alternative Delivery Modes (ADMs) such as the Open High School of Binicuil National High School and Double-Shift Scheme of Kabankalan National High School have been implemented to address perennial issues on high drop-out rates and participation rate of most Junior High Schools.
These ADM’s complemented the Alternative Learning System (ALS) and Abot-Alam Program which both aim to bring education closer and to make it accessible to all types of learners.
In January 4, 2016, Sir Anthony H. Liobet, became the next Schools Division Superintendent. Sir Rogelio P. Amador remained as Assistant Schools Division Superintendent.
The 10 district offices were merged into 5 districts namely: District of Kabankalan I, District of Kabankalan II, District of Kabankalan III, District of Kabankalan IV and District of Kabankalan V with 2 assigned Public Schools District Supervisors per district.
In 2016, Negros Island Region (NIR) was established. SDO Kabankalan City was one of the schools division from Region VI that became part of the new DepEd organizational structure.
February 2016, the Senior High School Implementation Plan was presented to the City Mayor Isidro P. Zayco by the 11 school heads of the public Senior High School Centers and 4 school heads of the private Senior High School Centers participated in the presentation.
In February 26 – 28, 2016, the SDO Kabankalan City hosted the 1st Negros Island Region Environment Youth Camp.
In May 25, 2016, SDO Kabankalan City hosted the 1st NIR Regional Kick Off Ceremony of Brigada Eskwela 2016.
At this time, the Alternative Learning System (ALS) had increased the number of its Community Learning Centers to 62. BLP classes also increased from 12 classes to 43 classes.
In April 10, 2018, Ma. Lorlinie M. Ortillo, PhD, CESO VI was installed as the new Schools Division Superintendent of SDO Kabankalan City. Sir Peter J. Galimba was installed as the OIC Assistant Schools Division Superintendent.

At this time, there were 60 complete elementary schools, 1 integrated school, 7 primary schools, and 10 extension schools. In the secondary, there were 18 main national high schools, 1 integrated school, 2 extension schools with school ID, 12 extension classes with no school ID, and 13 Senior High Schools.

In October 28, 2019, Portia M. Mallorca, PhD, CESO V was installed as Schools Division Superintendent. Sir Peter J. Galimba remained as the OIC Assistant Schools Division Superintendent.

By SY 2020-2021, the number of elementary schools reached 77. There were 61 complete elementary schools, 1 integrated school, 6 primary schools, and 9 extension schools. There were 36 secondary schools. 19 are main secondary schools, 1 integrated school, 1 extension school with school ID, 15 extension classes without school ID and 19 Senior High Schools.
The following programs and projects were implemented:
In January 24, 2020- Project READ PLUS [Reading Engagement for Academic Development and Mathematics] was launched.
In February 14, 2020- SDO Kabankalan City personnel participated in the 1st Boy Scouts of the Philippines (BSP) Rover Orientation Seminar, Vigil and Investiture.
The Health and Nutrition Unit conducted a Vision Screening Test through Project P.U.P.I.L (Pamaaran Upang Paningin Isa-alang alang Lagi)
“Kabuhi Ko, Halungan Ko” is a psychosocial intervention program among young people which was implemented under the School Mental Health Program
Project REACH – A partnership with the City Social Welfare and Development Office (CSWDO) in providing monthly financial support to indigent and at risk of dropping out (SARDO) learners. The SSG officers of partner schools recommend the beneficiaries and mobilizes them for volunteer work at school and community.
Project PAGDIHON – Pagdihon annual newsletter of the Youth Formation and Development to highlight the accomplishment and success stories of the unit. Gulayan sa Panimalay – it resulted from the online trainings: Gardeners, Manners and Right Conduct (GMRC) the initiative is an extension of Gulayan sa Paaralan. It hopes to encourage learners and their families to plant and grow vegetables and fruit bearing trees in their homes. This is in support of our government’s greening and food sustainability program.
In March 2020, the COVID-19 outbreak became a pandemic and DepEd suspended the classes, school activities and all scheduled national and regional events involving students.
Due to health concerns regarding the spread of the Coronavirus, SDO Kabankalan City have proactively implemented a series of activities to maintain delivery of basic services to clients and stakeholders.
In May 2020, SDO Kabankalan City implemented Alternative Work Arrangements
The Learning Resource Management Section (LRMS), in coordination with the various Education Program Supervisors, created LR Development Teams with skilled writers, editors, evaluators, layout artists and visual graphic artists to develop self-learning modules (SLMs) in response to distance learning modalities adapted by the division.
Technical Working Group (TWG) was created for TV Eskwela and Eskwela sa Kahanginan. Radio-Based Instruction (RBI) and Television-Based Instruction (TBI) learning episodes were created and broadcasted through local community radio and television channels like K-CAT, Radyo Bandera and Radyo Milenyo.

At present, the School Personnel has 1,920 teaching personnel and 66 non-teaching personnel. In ALS, there are 15 ALS Mobile Teachers, 15 Para-Guro, and 1 NGO Partner.
The Division Personnel has a total of 87 personnel: 40 from OSDS, 24 from CID and 23 from SGOD.
The enrollment in Kinder, Elementary, Junior and Senior High School and of ALS learners of SDO Kabankalan City is projected to increase this School Year 2022-2023.
The achievements of the Schools Division Office of Kabankalan City for the past 24 years are clear manifestations of the synergistic collaboration of all stakeholders. The all-out support shown by the City Government of Kabankalan City has strengthened the implementation of the various programs and projects and have greatly benefited the Kabankalanon learners. SDO Kabankalan City @24: Building a Progressive Community through Unity, Resiliency and Synergy
Dakbanwa sang Kabankalan, or the City of Kabankalan was formerly a municipality under the Province of Negros Occidental. On March 14, 1907, by virtue of the Philippine Commission Act No. 1612, the Municipality of Cavancalan was separated from Ilog and was reconst ituted under the name of Kabankalan.

The public school system in the Municipality of Kabankalan began with the establishment of Kabankalan Elementary School in the early 1900s under Mr. Geronimo Abada (fondly called Maestro Emong). Maestro Emong was the first supervising teacher and also of other barrio schools in Binicuil, Talubangi and Salong where pupils and teachers were housed in nipa shacks.
The name of Kabankalan Elementary School was changed to Esteban R. Abada Memorial School (ERAMS) in honor of the Senator Esteban R. Abada, the Director of the Public Schools, who provided the fund for the construction of a two-storey school building that was established in 1986.
Kabankalan public school system started as one (1) district with ERAMS being its central school from the pre-war years until 1963. During this year, Kabankalan II was then organized with Tabugon Elementary School as its central school. Esteban R. Abada Memorial School was later split into two separate schools- ERAMS West and ERAMS East, and both schools belong to Kabankalan I.
In 1977, Mamerto L. Mayoga Jr., then the District Supervisor of Kabankalan II, transferred his office to Salong Elementary School then to Binicuil Elementary School. Later, he transferred again to ERAMS East and made it the central school of District II.
When Mrs. Eva L. Belicena was installed as District Supervisor of Kabankalan III in February 19, 1985, she held office at Binicuil Elementary School and also made it the central school of District III.
Secondary education in Kabankalan was monopolized by the private sector until 1962 when Tapi National High School was established as the first public school in Kabankalan and the first provincial secondary school in the southern part of Negros Occidental. Later, local community leaders established other secondary schools in the different barangays.
After many years, the town of Kabankalan was declared by then President Fidel V. Ramos as a chartered city on August 2, 1997 under the Republic Act No. 8297, “An Act Converting the Municipality of Kabankalan into a Component City of the Province of Negros Occidental, to be Known as the City of Kabankalan.”
At that time, elementary schools and secondary schools in the City of Kabankalan were under the Division of Negros Occidental. There were 3 established district offices. District of Kabankalan I had 25 elementary schools, with ERAMS West as the central school. District of Kabankalan II had 19 elementary schools, with ERAMS East as the central school. And the District of Kabankalan III had 23 elementary schools, with Binicuil Elementary School as the central school. There were 10 secondary schools and 8 extension schools.

The rapid economic growth of the City of Kabankalan, its continuous rising population and the flourishing establishment of elementary and secondary education became the reason for the establishment of the Schools Division Office of Kabankalan City.

With the support of the newly established local government of the City of Kabankalan and under the guidance of the Division of Negros Occidental, the Division of Kabankalan City was established on August 2, 1998 as an interim schools division.

Otilia A. Galilea EdD, CESO VI became the Assistant Schools Division Superintendent, In-Charge of the Office of the Schools Division Superintendent. Rizalino S. Tortosa was the OIC - Assistant Schools Division Superintendent. Interim division personnel besides the 3 PSDSs were: Nancy R. Oranio, EPS-English, Remedios G. Quingking, EPS-Math, and Rolando L. Ordas, Physical Facilities Coordinator.
In February 4, 2000, the interim Schools Division of Kabankalan City was formally established and became separated from the umbrella of the Division of Negros Occidental. The concerted efforts of the City Government of Kabankalan City and the Division Office have positively yielded an increase in the number of learners, teaching and non-teaching personnel in the division.
At this time, interim division personnel besides the 3 PSDSs were: Nancy R. Oranio, EPS-English, Remedios G. Quingking, EPS-Math, Angela T. Malala, EPS-Science, and Antonio P. Soyo, Division Property Custodian.

In August 2001, Republic Act 9155, otherwise called the Governance of Basic Education Act, was passed transforming the name of the Department of Education, Culture and Sports (DECS) to the Department of Education (DepEd) and redefining the role of field offices (regional offices, division offices, district offices and schools).
RA 9155 provides the overall framework for (i) school head empowerment by strengthening their leadership roles and (ii) school-based management within the context of transparency and local accountability.
Under Republic Act 9155 or Governance of Basic Education Act, the Department of Education, Culture and Sports (DECS) became the Department of Education (DepEd).
On March 25, 2003, Rizalino S. Tortosa, CESO VI, became the next OIC Schools Division Superintendent and Elena D. Olvido as the Assistant Schools Division Superintendent.
In the time of SDS Tortosa and ASDS Olvido, many schools have been established and access to basic education have increased.
By virtue of City Resolution No. 97-291 s. 1997, an additional of 2 school district offices- District of Kabankalan IV and V were installed on June 20, 2005.

At this period, 6 Education Program Supervisors were appointed and handled the following learning area.
SDO Kabankalan City received its Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) recognition from the Civil Service Commission Region VI – Western Visayas.
In support to the Special Science Elementary School (SSES) Project, Talubangi National High School became the pilot school for the Special Science Class.
In June 26, 2006, a Php 20-milllion school building was inaugurated by Governor Joseph Marañon in the presence of other local officials of Kabankalan led by City Mayor Pedro P. Zayco, Jr. and Department of Education Assistant Regional Director of Region VI Dr. Elnora Barrios and other DepEd officials. The two-storey, 24 –classroom Marañon-Zayco building named after the governor and the city mayor is a joint project of the Provincial government and the City of Kabankalan allocating P10 million each to make the project possible. The Marañon-Zayco building unified the 2 neighboring schools- ERAMS East and ERAMS West.
In May 5, 2007- Caraan Primary School was converted to Caraan Elementary School. John Oyog served as school head with 6 teachers.
By virtue of Republic Act No. 8310- The Barangay Oringao Extension High School separated from Binicuil National High School and became Floretino Galang Sr. National High School. This resolution was sponsored by Hon. Genaro Alvarez.
Talubangi and Daan Banua Extension High School likewise were separated by DepEd Region VI-Western Visayas from Binicuil National High School and became Talubangi National High School and Daan Banua National High School, respectively.
As of 2007, there were 49 complete elementary schools and 20 primary schools. There were 20 secondary schools, 16 were national high schools and 15 were extension schools.
On March 3, 2008, Elisa G. Broñola, CESO VI was installed as the Schools Division Superintendent and the Assistant Schools Division Superintendent was still Elena D. Olvido.
Talubangi and Daan Banua Extension High School likewise were separated by DepEd Region VI-Western Visayas from Binicuil National High School and became Talubangi National High School and Daan Banua National High School, respectively
Because of the influx of the students to make education accessible to the adjacent Brgys., extension schools were organized.
In School Year 2008–2009, 2 extension schools were established under Florentino Galang Sr. National High School. The extension school in Brgy. Camingawan was headed by Jonalyn A. Dela Cerna, Teacher-in-Charge, and the extension school in Brgy. Orong was headed by Donna T. Banaglorioso, Teacher-in-Charge. In School Year 2010–2011, another extension was established at Hinapunan, Brgy. Oringao headed by Denrose Entierro.
At this time, the following extension schools separated from their main school. Brgy. Pinaguinpinan extension separated from Tabugon National High School. The four extension schools of Brgy. Tagukon, Brgy. Tan-awan, Brgy. Carol-an and Poblacion also separated from Binicuil National High School.
In 2009, a Php 1-million fund was received from the Special Education Fund for the purchase of supplementary reading materials in English in support of the Division’s Reading Program dubbed Project “ZAYCO” (Zooming Achievement of the Youth in Comprehension).
Another Php 1-million fund was provided for the purchase of worktexts in Science and still another Php 1-million was given as counterpart of the City to the Php 1-million fund from DepEd Central Office for the renovation of ERAMS East Gabaldon Building, the site of the Library Hub which will serve a wholesale library where schools can borrow reading materials. And another Php 1-million funding for the Division Feeding Program aimed at curbing pupils’ absences and reducing drop-out rate.
In SY 2008-2009, the Alternative Learning System (ALS) had 3 mobile teachers fielded in learning centers in several barangays while 2 parateachers conducted learning group sessions for the elementary and secondary level. A City Literacy Coordinating Council, the first of its kind in Region VI-Western Visayas, has been organized to facilitate the needs of the program. At that time, ALS implemented the Basic Literacy Program (BLP) and under which were the delivery modes:

In 2011, there were 5 schools identified with Indigenous People (IP) Learners: Mansumbil ES, Bula ES, Carol-an ES, Carol-an NHS, and Tan-awan NHS.
In October 2014, ABOT-Alam Program was officially launched in Kabankalan City. Thirty-Two (32) barangays supported the advocacy program through community mapping. ABOT-Alam Literacy Volunteers launched forty-eight (48) Community Learning Centers to eighteen (18) barangays in Kabankalan City.
In 2014, Ma. Lorlinie M. Ortillo was installed as Assistant Schools Division Superintendent replacing Elene D. Olvido.
DepEd Division of Kabankalan City was composed of eighty-nine schools (89): fifty-five (55) elementary schools, one (1) integrated school, thirteen (13) primary schools and twenty one (21) secondary schools.
The division has twenty eight (28) total number of personnel headed by the Schools Division Superintendent.
In SY 2013-2014, Kabankalan NHS had organized a Special Program in the Arts.
MISOSA was implemented as an Alternative Delivery Mode with the project name “Sabay Tayo, Iahon and Edukasyon Mo”. Modules were reproduced and the total budget for Misosa was Php 422,000.00.
After 9 months, Salvador O. Ochavo Jr. replaced Ma. Lorlinie M. Ortillo as Assistant Schools Division Superintendent.
In June 2013, the Division of Kabankalan City, through the initiative of the Assistant Schools Division Superintendent, Dr. Salvador O. Ochavo, Jr. has ventured on a research study entitled, “Cultural and Historical Portfolio of Kabankalan City” tapping the expertise of the Master Teachers of the division in anticipation of the biggest project of the Department of Education as regards to Curriculum Localization.
Fifty (50) Master Teachers I & II from five (5) districts of Kabankalan City were given the gargantuan task of gathering data from the different barangays of the city focusing on the following local heritage themes, namely:

In increasing access to basic education in far-flung areas, Tan-awan National High School had opened the following extension schools- Basak Extension and Buko Extension. Bugtong Primary School became separated from the mother school Tan-awan Elementary School and became Bugtong Elementary School. Due to the increasing enrollment of IPEd learners, Tan-awan Elementary School - Atubon Extension was established. It has 100% IP learners enrollment with IP teachers.
In 2013, Hinapunan Elementary School was converted to an Integrated School and became Hinapunan Integrated School.
On October 25, 2013, a Financial Education or Financial Literacy was conducted by the Bangko Sentral ng Pilipinas experts together with the experts from the Bankers Institute of the Philippines (BAIPHIL). This was participated by all teachers in the division.
The Department of Education underwent a restructuring of its office functions and staffing. The Rationalization Plan for the new organizational structure was implemented. SDO Kabankalan was classified as Medium Division.
Due to the implementation to the Rationalization Plan, 3 functional divisions were created: the Curriculum Implementation Division, School Governance and Operations Division, and the Office of the Assistance Schools Division Superintendent. Under the Curriculum Implementation Division (CID) are the Learning Resource Management Section (LRMS), Instructional Management Section composed of Education Program Supervisors (EPS), and the District Instructional Supervision composed of Public Schools District Supervisors (PSDS).
The number of district offices increased from 5 to 10.

Under the Schools Governance and Operations Division, 6 functional sections were established: School Management, Monitoring and Evaluation Section, Social Mobilization and Networking, Planning and Research Section, Human Resource Development Section, Education Facilities Section and School Health Section.
Under the Office of the Assistant Schools Division Superintendent, the 4 functional sections were the Finance Section with the Accounting and Budget Unit; Administrative Section with the Cash, Personnel, Records, Property and Supply and General Services Units; and the Legal and ICT Section.
Under SDS Bronola and ASDS Ochavo, the division has also conducted several advocacy campaigns in preparation for the Senior High School implementation through symposia conducted at the different barangays of identified senior high school centers of clustered schools from February to April 2015. Part of the advocacy was to raise funds in preparation for Senior High School which was made possible through various activities conducted at schools and barangays such as: Zumba, Dance-for-a-Cause, and Sinsilyo Mo Edukasyon sang Pigado.
One of the notable projects which was launched by the division this year was “Bikers Unlimited.” This project was conceptualized to motivate students to go to school and increase participation rate as we reduce PARDO and SARDO cases at schools. Through the support of the LGU, public and private organizations, as well as of the concerned individuals, the division had gathered 100+ bicycles which were distributed to identified beneficiaries (students) living in far-flung areas of the city.
Project ESAC (Enhancing Speed and Comprehension) has been implemented to support the remedial reading program in schools. Through Project ESAC, students are given time in the afternoon to read some passages taken from the book “Pagpapaunlad ng Kasanayang Filipino” and “Developing Reading Power” and they’re given questions to answer after they have finished reading the passage.
In February 26, 2015, a Memorandum of Agreement (MOA) was signed between the 32 Barangay Officials of Kabankalan City on the construction of dormitories that will accommodate High School Learners in identified Senior High School Centers.
In June 27, 2015, Assistant Schools Division Superintendent Dr. Salvador O. Ochavo, Jr., became the Officer-in-Charge of the Schools Division Office of Kabankalan until January 3, 2016. Sir Rogelio P. Amador was the Acting Assistant Schools Division Superintendent.
Under SDS Ochavo and ASDS Amador, various Alternative Delivery Modes (ADMs) such as the Open High School of Binicuil National High School and Double-Shift Scheme of Kabankalan National High School have been implemented to address perennial issues on high drop-out rates and participation rate of most Junior High Schools.
These ADM’s complemented the Alternative Learning System (ALS) and Abot-Alam Program which both aim to bring education closer and to make it accessible to all types of learners.
In January 4, 2016, Sir Anthony H. Liobet, became the next Schools Division Superintendent. Sir Rogelio P. Amador remained as Assistant Schools Division Superintendent.
The 10 district offices were merged into 5 districts namely: District of Kabankalan I, District of Kabankalan II, District of Kabankalan III, District of Kabankalan IV and District of Kabankalan V with 2 assigned Public Schools District Supervisors per district.
In 2016, Negros Island Region (NIR) was established. SDO Kabankalan City was one of the schools division from Region VI that became part of the new DepEd organizational structure.
February 2016, the Senior High School Implementation Plan was presented to the City Mayor Isidro P. Zayco by the 11 school heads of the public Senior High School Centers and 4 school heads of the private Senior High School Centers participated in the presentation.
In February 26 – 28, 2016, the SDO Kabankalan City hosted the 1st Negros Island Region Environment Youth Camp.
In May 25, 2016, SDO Kabankalan City hosted the 1st NIR Regional Kick Off Ceremony of Brigada Eskwela 2016.
At this time, the Alternative Learning System (ALS) had increased the number of its Community Learning Centers to 62. BLP classes also increased from 12 classes to 43 classes.
In April 10, 2018, Ma. Lorlinie M. Ortillo, PhD, CESO VI was installed as the new Schools Division Superintendent of SDO Kabankalan City. Sir Peter J. Galimba was installed as the OIC Assistant Schools Division Superintendent.

At this time, there were 60 complete elementary schools, 1 integrated school, 7 primary schools, and 10 extension schools. In the secondary, there were 18 main national high schools, 1 integrated school, 2 extension schools with school ID, 12 extension classes with no school ID, and 13 Senior High Schools.

By SY 2020-2021, the number of elementary schools reached 77. There were 61 complete elementary schools, 1 integrated school, 6 primary schools, and 9 extension schools. There were 36 secondary schools. 19 are main secondary schools, 1 integrated school, 1 extension school with school ID, 15 extension classes without school ID and 19 Senior High Schools.

In January 24, 2020- Project READ PLUS [Reading Engagement for Academic Development and Mathematics] was launched.
In February 14, 2020- SDO Kabankalan City personnel participated in the 1st Boy Scouts of the Philippines (BSP) Rover Orientation Seminar, Vigil and Investiture.
The Health and Nutrition Unit conducted a Vision Screening Test through Project P.U.P.I.L (Pamaaran Upang Paningin Isa-alang alang Lagi)
“Kabuhi Ko, Halungan Ko” is a psychosocial intervention program among young people which was implemented under the School Mental Health Program
Project REACH – A partnership with the City Social Welfare and Development Office (CSWDO) in providing monthly financial support to indigent and at risk of dropping out (SARDO) learners. The SSG officers of partner schools recommend the beneficiaries and mobilizes them for volunteer work at school and community.
Project PAGDIHON – Pagdihon annual newsletter of the Youth Formation and Development to highlight the accomplishment and success stories of the unit. It also features best practices of schools in the implementation of SPG, SSG and YES-O programs and activities. The newsletter advocates YFD initiatives and encourage support from the stakeholders.
Gulayan sa Panimalay – it resulted from the online trainings: Gardeners, Manners and Right Conduct (GMRC) the initiative is an extension of Gulayan sa Paaralan. It hopes to encourage learners and their families to plant and grow vegetables and fruit bearing trees in their homes. This is in support of our government’s greening and food sustainability program.
In March 2020, the COVID-19 outbreak became a pandemic and DepEd suspended the classes, school activities and all scheduled national and regional events involving students.
Due to health concerns regarding the spread of the Coronavirus, SDO Kabankalan City have proactively implemented a series of activities to maintain delivery of basic services to clients and stakeholders.
In May 2020, SDO Kabankalan City implemented Alternative Work Arrangements
The Learning Resource Management Section (LRMS), in coordination with the various Education Program Supervisors, created LR Development Teams with skilled writers, editors, evaluators, layout artists and visual graphic artists to develop self-learning modules (SLMs) in response to distance learning modalities adapted by the division.
Technical Working Group (TWG) was created for TV Eskwela and Eskwela sa Kahanginan. Radio-Based Instruction (RBI) and Television-Based Instruction (TBI) learning episodes were created and broadcasted through local community radio and television channels like K-CAT, Radyo Bandera and Radyo Milenyo.
In 2020, the 1st Computer-Based English Proficiency Test (CB-EPT) was also conducted

Barlahan and interpreted together with Sheila Janice G. Osorio. The original Hiligaynon lyrics were translated to English by John Rovic G. Solanoy, Junry M. Esparar, Xyzette V. Ganza, Sheila Janice G. Osorio and Emma Lyn A. Barlahan. The Hymn was arranged by Eunie Faith Matula.

In April 8, 2022, the Php 54 million two-storey new Schools Division Office (SDO) Building was blessed and inaugurated. It was the first to be built in Visayas under the flagship project of DepEd School Building Program under the Public Schools of the Future Framework.
SDO Kabankalan City have conducted Partnership Engagements: Ceremonial MOA Signing, RBI & TBI, Internship Program, Farm School & Technology Assisted Statistics in Research with Central Philippine State University (CPSU) for Farm School and Technology- assisted Research; WVSU-Himamaylan, Kabankalan Catholic College, and CPSU for Internship; Radyo Bandera and Kabankalan Cable and Television (KCAT) for TBI and RBI.

In July 2022, SDO Kabankalan City hosted the Regional Mass Training of ALS Teachers participated by the 15 SDOs of Region VI-Western Visayas in Nature's Village Resort, Talisay City.
At present, the School Personnel has 1,920 teaching personnel and 66 non-teaching personnel. In ALS, there are 15 ALS Mobile Teachers, 15 Para-Guro, and 1 NGO Partner.
The Division Personnel has a total of 87 personnel: 40 from OSDS, 24 from CID and 23 from SGOD.
The enrollment in Kinder, Elementary, Junior and Senior High School and of ALS learners of SDO Kabankalan City is projected to increase this School Year 2022-2023.
The achievements of the Schools Division Office of Kabankalan City for the past 24 years are clear manifestations of the synergistic collaboration of all stakeholders. The all-out support shown by the City Government of Kabankalan City has strengthened the implementation of the various programs and projects and have greatly benefited the Kabankalanon learners. With everyone geared towards the achievement of the vision, mission and goals of the Department of Education, SDO Kabankalan City will build a stronger, progressive community through unity, resiliency and synergy.
